Each session the body passes rules that establishes the framework for how the people’s business is to be conducted during the session.
HR-4607 – Adopting the permanent rules of the House of Representatives. This was the rules package passed to begin this session.
But for a system so grounded and based in process and procedure, the legislature seems to operate with loose regard for the very rules they pass. Especially regarding the most fundamental aspect of representation, the actual voting itself.
